Hybrid isn't an attendance problem. It's a supply problem.

Every hybrid debate I walk into starts the same way: leadership wants people in three days a week, and the data says they come in two. The instinct is to push harder on the mandate.

But utilisation data almost never supports that framing. What it usually shows is a building designed for a 2015 work pattern being asked to serve a 2026 one — rows of assigned desks at 38% peak, and four bookable rooms with a 91% peak and a waitlist.

People are not avoiding the office. They are avoiding the office you built.

The fix is supply-side: rebalance the ratio of focus to collaboration space, measure peak rather than average, and let typology follow observed behaviour instead of the org chart. Do that and attendance tends to solve itself — quietly, without a memo.
